	I have been quite upset with at&t for awhile now, and recently decided i've literally had enough, and am looking for any way out without having to pay. well i looked at the "additional messages" in my most recent bill 1/5/2012 - 2/4/2012, and in it was a "Wireless emergency Alerts" notice, here is what it entails: 

WIRELESS EMERGENCY ALERTS NOTICE, Part 1
AT&T has chosen to offer wireless emergency alerts within portions of its service area, as defined by the terms and conditions of its service agreement, on wireless emergency alert capable devices. There is no additional charge for these wireless emergency alerts. (More information below) WIRELESS EMERGENCY ALERTS NOTICE, Part 2 Wireless emergency alerts may not be available on all devices or in the entire service area, or if a subscriber is outside of the AT&T service area. Basically what i want to know is if this is a qualifying change to my terms and conditions that will give me and opt out withing thirty days, w/o paying the ETF? please help me, i have read through it, but i literally just dont understand all the legal jargin.
